For those currently living in rented apartments, the options for decorating your living space in a way that is personal to you is pretty difficult. Because you are restrained in doing what you want, you will therefore never quite feel like in your own home. For instance, the apartment you have rented with be colored in white and thus, residents often feel like being a sort of traditional place, where there isn't much modernization or decoration done. The impersonality that such places convey force the person living in the apartment to have to settle with those options and thus frustration might arise.
