I think online tattoo galleries are a great place. They give an outlet for artists (especially those who create tattoos) to get their work out there, and they're guaranteed to be great as a tattoo.

One last piece of advice, make sure that you know exactly what you want. Going in to a tattoo parlor unprepared can result in a very expensive mistake that's not easy to get rid of or cover up.
