Sex education, the fight against HIV/AIDS, and the availability of contraceptive devices, condoms in particular, continue to be issues that divide people across the world. And in many cases the debate pits "progressive" people against those who see these issues as having deep religious significance.

**New Florida town to be condom free

A new town being built near Naples in Florida will be governed by strict Catholic principles, particularly when it comes to sex. At least if the guy bankrolling the town has his way. That would be devout Catholic businessman, Thomas Monaghan.

Monaghan, who was raised by nuns in orphanages, plans to keep his new town called Ave Maria clean by controlling commercial leases. Stores will not be allowed to carry pornographic magazines, there will be no condoms or birth control pills in pharmacies, and cable television will not have any X-rated channels.

The town will be on 5,000 acres and will be built around a massive church with the largest crucifix in the U.S.

Civil libertarians say the plan is unconstitutional and promise lots of lawsuits.

Florida Governor Jeb Bush, a Catholic convert, praised the plan calling it "a new kind of town, where faith and freedom will merge to create a community of like-minded citizens."

**City in Colombia rejects mandatory condom carrying

City councilors at Tulua in southwestern Colombia have defeated a proposal to force people 14 and older to carry condoms at all times. The bill would have required both men and women to carry at least one condom to prevent unwanted pregnancy and the spread of infectious sexually transmitted diseases.

The primary concern of the majority of councillors was that the proposal would encourage promiscuity. Instead, they approved a bill to increase sex education and install condom-dispensers in the city.

William Pena, who brought the mandatory condom bill forward, says he will press to take it directly to the people by way of referendum. The city's mayor, Juan Gillermo Vallejo, opposed the measure and thinks Pena is just after publicity.

**20,000 Female Condoms to be distributed in Malawi

As part of the UN's increasing program to control the spread of HIV/AIDs in Africa, sexual reproductive and healthcare providers Banja Lamtsogolo (BLM) are planning to distribute 20,000 female condoms to young women in Lilongwe, the capital city of Malawi, and through the rest of the country.

A group of 20 young people will be sent into the countryside to teach their fellow youths on how to use the female condoms. "These twenty young people will assist us in distributing the condoms and we have the full confidence that the condoms will reduce sexually transmitted diseases including HIV/AIDS," a spokesman said.

The group sees this program as a means of "empowering" young people, and young women in particular, to take control of their lives. In many cases, according to the spokesman, young women are forced to have unprotected sex when the male refuses to use a condom. This new program is aimed at giving women the ability to protect themselves in these situations.
