It was routinely sold “under the counter.” In 1935 the first “splinter-free” toilet paper was introduced by Northern Tissue and in 1942 the two-ply toilet paper was introduced. Prior to the elections of Hugo Chavez in Venezuela, many of his industrial opponents created artificial shortages of “necessary” products such as food and toilet paper. The goal was to suggest that Chavez’s policies were responsible for the shortages.
